Connecticut families face some of the highest electricity costs in the country. Jill believes ratepayers deserve greater transparency and accountability, including a better understanding of what the public benefits charges are funding. We should focus on long-term solutions, including exploring clean, locally sourced power, which protects us from swings in global fuel prices.

Jill’s approach to state budgets is shaped by her experience chairing Greenwich’s finance board. She believes fiscal discipline and strong public services can go hand in hand. State policies should control costs without simply shifting the burden onto municipalities and property taxpayers.

  • Oppose broad-based tax increases and maintain Connecticut’s fiscal guardrails.
  • Reduce state-to-local cost shifting that puts pressure on property taxes.

Connecticut competes with other states for businesses, investment and jobs. Jill believes we should make it easier and less expensive to start and grow a business here. A stronger economy also requires preparing workers with the skills employers need.

  • Expand apprenticeships and workforce training that lead to jobs.

Strong public schools are essential to our communities and our economy. Jill believes the state should be a reliable funding partner, particularly as districts face growing special-education costs. Greater state support can strengthen schools while reducing pressure on local property taxpayers.

  • Increase support for special education so local taxpayers aren’t left carrying disproportionate costs.
  • Bring education dollars back to the district to support our school construction projects.

The rising cost of healthcare is straining families, seniors, small businesses and self-employed residents. Jill believes Connecticut should focus on lowering premiums while protecting access to quality care and helping those who have lost federal support. Small businesses and nonprofits also deserve more options for obtaining affordable coverage.

  • Expand insurance-pooling options for small businesses and nonprofits.
  • Work to reduce premiums for families who purchase their own coverage.
  • Evaluate healthcare reforms based on affordability, effectiveness and access.

Many seniors want to remain in their homes and communities as they age, but rising costs can make that difficult. Jill believes Connecticut should help older residents remain independent while ensuring quality long-term care is available when needed. That also requires addressing the growing shortage of caregivers.

  • Strengthen long-term-care oversight and address caregiver shortages through recruitment and training programs..
  • Address senior affordability, including housing and property-tax pressures.

Connecticut needs more housing that people can afford and communities also need a meaningful voice in how and where they grow. Jill believes local officials are best positioned to understand their roads, schools, infrastructure and neighborhoods. The state should work with municipalities to expand housing opportunities rather than relying on one-size-fits-all solutions or mandates.

  • Provide state funding for infrastructure and affordable housing to encourage appropriate growth.
